There is a threaded rod that has two nuts one left handed thread and on right handed. Loosen the nuts and turn the rod and the shifter will raise and lower. Its common to have it adjusted after a couple of months of putting fowards on.
You also might have to make a Harley shift linkage adjustment if the gear shift lever winds up in a position that doesnt seem workable in the long term.
